Description of problem:
Customer reported an issue where they create a DeploymentConfig that includes tolerations and the deployer pod gets created without the tolerations. This issue has was reported in this PR:

   https://github.com/openshift/origin/issues/17445

And it appears to have already been (mostly) resolved in this PR:

   https://github.com/openshift/origin/pull/17469

Can this be backported to OpenShift 3.6?
