Description of problem:
The hibernation is in dry-run=true mode.

How reproducible:
100%

Steps to Reproduce:
1. Check the hibernation config on free-int and free-stg.

Actual results:
The hibernation is in dry-run=true mode on the two free clusters.

Expected results:
At least one of the clusters is in dry-run=false so that we can verify the hibernation function.
