Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
In Content -> Red Hat Subscriptions, it is possible to click Upload when no file is selected. This results in no error shown in the WebUI, progress bar looking active and a traceback in production.log (attached)

Steps to Reproduce:
1. Have a Sat without any manifest
2. In WebUI, go to Content -> Red Hat Subscription
3. Do not select any file, click Upload

Actual results:
No error message, no action, traceback

Expected results:
Error message (or inability to click Upload at all), no traceback

I can still see same behaviour as mentioned in bugzilla and log in production.log file. No error message in UI.

The new subscriptions page has not yet replaced the old in 6.4.  I'll just leave this as assigned for now so as to not cause additional confusion.

Moving back to ON_QA because this should no longer be possible with the new subscriptions page.
