changing QoS

Description of problem:
Letters in Inbound/Outbound input boxes are shown as error, but clicking on OK saves the previous values.

Version-Release number of selected component (if applicable):
ovirt-engine-webadmin-portal-4.2.4.1-0.1.el7.noarch

How reproducible: always


Steps to Reproduce:
1. go to DC detail -> QoS
2. click on New (or edit existing) in VM Network section
3. enter 'a' in some text input
4. click on other text input, input with 'a' gets red border and error message on hover
4. click on 'OK'

Actual results: QoS is saved with default (or previous values), see attached video


Expected results: QoS can't be saved until the letter is in the input box
