The point of this BZ is to add a OIDC integration to RHEV Manager with the capability of login delegation into RHSSO/Keycloak platform.

Is similar to https://bugzilla.redhat.com/show_bug.cgi?id=1570040 but in this case for OIDC. Self-creation of users that login though RHSSO into RHEV DDBB.

Tentatively moving to 4.3, we will either support OIDC tracked here or SAML tracked in BZ1570040
