Description of the problem:
Unable to create IPsec based VPN connection.

Hostname: qe-dell-ovs5-vm-4
Distro: Fedora 28 x86_64

Version-Release number of selected component:
gnome-control-center-3.28.2-1.fc28.x86_64
NetworkManager-1.10.8-1.fc28.x86_64
nm-connection-editor-1.8.10-2.fc28.2.x86_64


How reproducible:
Always

Steps to Reproduce:
1. Start control center.
2. Open section "Network".
3. Create a new VPN connection.
4. Select type "IPsec base VPN".

Actual results:
No fields for network authentication appear. Error: unable to load VPN connection editor.


Expected results:
Fields for network authentication are available.


Additional info:
The same happens on host: qe-dell-ovs5-vm-11

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.

Adding IPsec based VPN under Fedora 30

TEST SETUP
Distro: Fedora 30 Workstation
Component version:
  NetworkManager-1.16.0-1.fc30.x86_64
  NetworkManager-libreswan-1.2.10-2.fc30.x86_64


TEST PROCEDURE
1. Install Fedora 30 Workstation.
2. Install LibreSwan VPN client:
   $ sudo yum install -y *libreswan*
3. Log in a GNOME session.
4. Open gnome-control-center.
5. Open section Network.
6. Add a VPN connection.
7. Select "IPsec based VPN".

OUTCOME
Installing component: NetworkManager-libreswan
ver: 1.2.10-2.fc30
has fixed the bug.
