Description of problem:
When vm already exists/used in another plan, it won't give any validation error in tooltip which looks odd and confusing, we need to correct that.

Version-Release number of selected component (if applicable):
5.9.3.1.20180606184006_8d120c0

How reproducible:
100%

Steps to Reproduce:
1. add migration plan with vm X
2. add vm name X in .csv and import that  
3. click on `red-cross` icon and check tooltip of X
(check attached gif, wait for last stage)

Actual results:
It is not showing any validation error there

Expected results:
It should tell user why this error is coming, in this case it is coming because vm already used in another plan.

Fixed! This thing now works perfectly fine on 5.10.0.4 as well as 5.9.4.0.
Closing issue as it is WORKSFORME!
