The new tooling for Go packaging is not yet available for EPEL, so I can't give you a planning as to when it will be possible.

Hm, this doesn't look good. Would it be possible to use older go packaging for epel? I can help with maintaining of the epel branch for rclone, if you want.
There's near 130 deps I maintain to repackage (including circular deps to bootstrap), and maybe some libraries I don't maintain present in Fedora but not in EPEL. The whole Google Cloud Stack and golang-x-build is particularly tricky to package. This is not an experience I'm looking forward to repeat. What I can do maybe is provide you with a bundled rclone that I will unbundle at a later time. Let me look what I can actually do.
