I just checked in on the prospective packager who was going to work on this (https://bugzilla.redhat.com/show_bug.cgi?id=1940466) to see if they still intend to do it or if I should step in.
I have not heard back from the prospective packager in a while. I am starting on this and on https://bugzilla.redhat.com/show_bug.cgi?id=1940466.
The previous packager had updated to 2.5.3 in Fedora 34 (and Rawhide). I’ve improved that package and updated it as far as 2.7.0 in Rawhide. I am waiting a little longer on https://bugzilla.redhat.com/show_bug.cgi?id=1964140 before proceeding to 3.0.0.

I’ve had no feedback on https://bugzilla.redhat.com/show_bug.cgi?id=1964140. Unless that changes, I’ll do the update to 3.x in Rawhide (dropping Flask-Script support) after the Python 3.10 side tag is merged.
