Description of problem:
systemd fills my /var/log/messages with lines of ` systemd[1]: httpd.service: Reload operation timed out. Killing reload process.`
I can symply stop and start httpd using systemd so what is the problem?
Why does systemd need to reload httpd.service? Why is timing out? Why is it trying this so many times?
This is not the first time this happened.

So this means:
systemd is unmaintained.
systemd has bugs.
systemd has issues.
When we place this against e.g. this other bug: https://bugzilla.redhat.com/show_bug.cgi?id=1643763 they pose there that network-scripts has to go in favor of NetworkManager because maintaining a few KB's of scripts is harder than a few megs of C code. 
Back to this bug: After paying Lennart P. for too long we have a `product` that we no longer maintain and not even tell the user: you configured such and such wrong, or: we found the root cause, please upgrade.

- Please explain why systemd (!) has to reload httpd.
- Please explain why systemd fails when I can simply restart httpd
- Please explain how to fix this
- Please explain why these explanations took a while

This message is a reminder that Fedora 29 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora 29 on 2019-11-26.

I am having a similar issue on Centos 8.0.


I noticed that logrotation does not seem to be rotating the apache logs, and in digging deeper systemctl reload httpd is not triggering (as far as I can tell) httpd -k graceful

Looking for more information on what is going on, I replaced it with a shell script to output to a log file when it runs (output, and environment), but the issue remained where my shell script was not being triggered

I did note that when I run systemctl daemon-reload, or systemctl restart httpd, I can run systemctl reload httpd once (and it works), but all future times I run that, it does not trigger a reload (Based upon apache logs, and the logging from my shell script).

In /var/log/messages, I see many instances of:

systemd just invokes whatever command httpd.service has specified as ExecReload=,
"/usr/sbin/httpd $OPTIONS -k graceful" in this case. This command is supposed to
return to signal that the reload is finished. Apparently that doesn't happen
in the expected time (90s).

service is a compatibility wrapper that invokes systemctl. 'service httpd restart' should
redirect to 'systemctl restart httpd'.

Ah great, this is a known bug in mod_systemd with "ExtendedStatus Off" configured, which is fixed in RHEL 8.1. Looks like we haven't pulled it into Fedora since the Fedora mod_systemd has diverged slightly.  I'll get fixes pushed.
