11.3.4. Redeploying Master Certificates Only

Describe the issue: 

As the playbooks were rearranged in latest version of OCP 3.9. 

The name of the playbook should be replaced from `redeploy-master-certificates.yml` to `redeploy-certificates.yml`. 

Other playbooks for example for etcd have been renamed and similar details are also reflected to the documentation as well.

I looked through the playbooks for 3.9 [1] and updated the filenames and paths [2].
