Description of problem:

I have a setup of many users in my computer with Fedora 28 KDE Spin. The function of 'Switch Users'. Since install the functionality has not been working at all. If I`m logged in in user1 the only way to switch to user2 is to logout first from user1 and then login in user2.

Version-Release number of selected component (if applicable): sddm-0.17.0-3.fc28


How reproducible:
Every time...

Steps to Reproduce:
1. Click the 'Switch User' button on the application launcher
2. The proper screen is shown with the buttons 'Switch' and 'Cancel' but does not show any of the other existing users on the system. 
3. Anyway, if you click switch you are send back to a 'lock screen' of the current logged user. In that screen there is a button to start a new session but if you click it you are just send back to the same 'lock screen'.

Actual results:
Instead you are sent to a lock screen for the current logged user... and is unable to log in to a second user before logging out from the first one...


Expected results:
Show the other existing users on the machine and be able to switch to then without logging out of the user that is logged in.

Additional info:
I'm using nvidia proprietary driver... but even before installing it the problem was exactly the same. Before installing Fedora 28 in this machine I was running Kubuntu 18.04 with the latest updates and the problem was exactly the same.

Seems quite similar to https://forum.manjaro.org/t/solved-my-towers-kde-lost-ability-to-switch-user/41051 but the solution offered there (https://github.com/sddm/sddm/commit/fca8c808b7fa4a947a0c60157f0eb5227b3ccfff) did not seem to help with the problem here.

This message is a reminder that Fedora 28 is nearing its end of life.
On 2019-May-28 Fedora will stop maintaining and issuing updates for
Fedora 28. It is Fedora's policy to close all bug reports from releases
that are no longer maintained. At that time this bug will be closed as
EOL if it remains open with a Fedora 'version' of '28'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.

Fedora 28 changed to end-of-life (EOL) status on 2019-05-28. Fedora 28 is
no longer maintained, which means that it will not receive any further
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of
Fedora please feel free to reopen this bug against that version. If you
are unable to reopen this bug, please file a new report against the
current release. If you experience problems, please add a comment to this
bug.
