Doc Text:
Previously, Manila emitted unhelpful warnings about ignored keywords on every wsgi request. As a result, log efficiency was reduced. With this update, the unhelpful warnings no longer appear in logs.

Description of problem:

Manila scheduler generates a number of useless messages that indicate that argument was dropped from created context. Same problems were already solved in another projects [1], [2], [3]. IMO it is possible to change severity of those messages to DEBUG.

Existing patches that addressed this in other projects seem straightforward, so 
targeting for 13z (Tom, please update if you feel disagree).

We thought we had fixed this issue with https://bugs.launchpad.net/manila/+bug/1582346 but apparently there are sometimes other kwargs that we didn't anticpate.  I'll propose logging changes that get rid of this spam once and for all.

The further log cleanup was in upstream ocata with https://review.openstack.org/390773.  I've cherry-picked it for review downstream OSP10 patches: https://code.engineering.redhat.com/gerrit/142576
