Description of problem:
virt-viewer is opened in wrong monitor

How reproducible:
100%

Steps to Reproduce:
1. Prepare a 4 monitors host and a spice guest, set monitor-mapping to 1:2 (place virt-viewer window to monitor 2)

2. Open virt-viewer
$ virt-viewer -c qemu:///system rhel7.5 -f

Actual results:
The display is opened in monitor 3.

Expected results:
The display should be opened in monitor 2.

Additional info:
1. If set to '1:3', the display is opened in monitor 2 instead of 3.
2. '1:1' and '1:4' are correct.
3. I checked the mouse pointer, when move from first monitor to the fourth monitor, it can go through the monitors in correct order. So it proves my physical monitor 2 and 3 have no problem.

As development focus is moving towards RHEL 8, I'll close this one as wontfix/deferred.
It'll be great to have it solved in RHEL 8 issues are solved.
