The overcloud-full QCOW2 image did not contain the correct version of Open vSwitch. This update provides an overcloud-full QCOW2 with the correct version of Open vSwitch.

Description of problem:


10zAsync install with ovs+dpdk contains the following openvswitch rpm

python-openvswitch-2.9.0-19.el7fdp.noarch
openstack-neutron-openvswitch-9.4.1-19.el7ost.noarch
openvswitch-2.9.0-19.el7fdp.x86_64

While RCM for puddle 
OpenStack-10.0-RHEL-7-20180606.1
contains the following:

openvswitch-2.9.0-19.el7fdp.1.x86_64.rpm                                       [   openvswitch-devel-2.9.0-19.el7fdp.1.x86_64.rpm   


Version-Release number of selected component (if applicable):


How reproducible:
Permanent, NFV CI job is failing permanently on 10zAsync fresh install

Steps to Reproduce:
1. Deploy 10zAsync with the following templates

openvswitch rpms:

openstack-neutron-openvswitch-9.4.1-19.el7ost.noarch
openvswitch-2.9.0-19.el7fdp.x86_64



Expected results:
openvswitch version should be identical to 13 version which is:
 openvswitch-2.9.0-19.el7fdp.1.x86_64.rpm
