Description of problem:
RHV UP VM reconfigure cause a server error, instead of opening the VM reconfigure page.

This a regression compared to CFME-5.9.3.0
On CFME-5.8.4.4 this bug also do not exist.

This bug exist also on CFME-5.10.0.0.

The bug is for VM reconfigure for both UP & DOWN VMs.
