Description of problem:
VM import characterization window can be scrolled up, beyond the VMs list window section, when scrolling it up. The bottom prompt part overlaps the visible VMs table.

1. Have a VM to import from an export domain.


Actual results:
The VM characterization window can be scrolled up beyond the VMs list window

Expected results:
The VM import characterization window can't move on VM's table

that's virt or ux rather than storage. Greg, thoughts?
