We need a doc update in response to:
https://bugzilla.redhat.com/1583244

On ppc4le we do not support automatic installation of the ovn provider driver on host, due to openvswitch not being available on ppc4le.

Due to a bug, the engine attempts to install it anyway if the default cluster provider is selected, but is disabled only on host level (this option is to be dropped anyway).

For ppc the provider needs to be disabled at CLUSTER LEVEL (until the provider  dependencies are available for ppc). Just disabling it on host level is not enough.
To disable the provider at cluster level:
- go to the cluster
- edit cluster
- set field "Default Network Provider" to "No Default provider"

If ppc is live, we would not need this anymore.
