Description of problem:

Section 2.6.3 part 4 of the above document contains a python script to create an s3 user.  In order to get this to work in the octo lab, the following line needed to be removed:

boto.config.set('s3', 'use-sigv4', 'True')

I am not sure what to do here other than to say something weaselly like "If needed, be sure to set use-sigv4 by including this line"

Level setting the severity of this defect to "High" with a bulk update. Pls
refine it to a more closure value, as defined by the severity definition in
https://bugzilla.redhat.com/page.cgi?id=fields.html#bug_severity
