Description of problem:

Documentation is required for upgrading OCP for the Metrics store use case.
It can be a reference to the OpenShift documentation.

OpenShift only support incremental upgrades.

Rich, I see that the official 3.10 documentation is not published yet. 

I found this documentation for upgrading to the latest 3.9 , which is required before upgrading to the 3.10 release.

Can you please confirm if this is the correct documents the RHV users need to follow?

Correct.  You can only upgrade from 3.x to 3.(x+1).  I believe going from 3.7 to 3.9 is an exception since 3.8 was never officially released.

I removed the target milestone as this is not ready for 4.2.6.

This bug has not been marked as blocker for oVirt 4.3.0.
Since we are releasing it tomorrow, January 29th, this bug has been re-targeted to 4.3.1.

Is this still relevant, or would someone with 3.9 simply reinstall?
