Description of problem: At this moment OpenStack Ironic needs to chain-load iPXE to be able to network boot over HTTP protocol. UEFI 2.5 specifications have added support for HTTP boot, but ironic is not able to use it. This would lower the complexity of network booting when using UEFI, and it will lower the boot time with a few seconds.
I suspect this may be vendor-specific. I'm not sure the generic IPMI (or even Redfish) has means to configure UEFI HTTP boot.
As mentioned in the description of BZ, HTTP boot is supported in UEFI since version 2.5, which was released in 2015. It is part of the official UEFI specification.
