We currently have Perl Mouse 1.11, which is very old (5 years old). Could we have an higher version?

Changelog for 2.x says:

    - Merged the pull-request #13, which fixed an issue where
      the behavior of role method confliction was different
      from Moose. This change might affect your existing code
      so the major version has incremented.
      See t/030_roles/role_conflict_and_inheritance.t for details.

I'm a bit wary of bumping beyond 1.13 for this reason, though to be honest I've no idea how big an impact this would have.

We use Mouse in LemonLDAP::NG, it works well with Mouse 2.4 which is the version shipped in Debian stable

I'm not going to make this change on EL-7. It's been a long time now and nobody else seems to be asking for it.
