Description of problem:
When making updates to a subscription's entitlement count, there are no task notifications presented to the user. This makes it seem like no action has been taken. Additionally, if the user tries again to make a change, while the original task is running, they will be shown a task conflict warning.

Steps to Reproduce:
1. Upload a manifest with subscriptions
2. Navigate to the subscriptions page
3. Update the entitlement count of a subscription.
Actual results:
No feedback is given to the status of the task, and a user can continue to try to make changes, while the previous task is still running.
Expected results:
Some kind of feedback is presented letting the user know that the task is ongoing and then complete. Additionally, the user shouldn't be allowed to make additional changes while the previous task is running.

Verified in Satellite 6.4 Snap 14.
I followed the verification steps outlined in my initial comment. Now, when updating a subscription entitlement count, a task notification pops up. Additionally, a task progress modal appears on top of a grayed out subscriptions page, stopping the user from editing the form until it completes.
