Description of problem:
This is UI related bug about displaying wrong and multiple flash messages while adding user.

Version-Release number of selected component (if applicable):
5.9.3.4.20180702181921_afd03d7

How reproducible:
100%

Steps to Reproduce:
1. Go to add user page
2. Enter Full name, Username, Password, Confirm Password (Enter different password), Email Address and select 'Available Groups'
3. Click on 'Add' button

Actual results:
If 'Password' and 'Confirm Password' fields are not matching then different flash messages arises. 

Expected results:
If 'Password' and 'Confirm Password' fields are not matching then flash message should arise with only 'Password not matching' warning.
