Doc Text:
Previously, the code that supports the Fast Forward Upgrade path for Sahara was missing. As a result, not all of the required changes were applied to Sahara services after a Fast Forward Upgrade from 10 to 13. With this update, the issue has been resolved and Sahara services work correctly after a Fast Forward Upgrade.

Description of problem:
There are no tasks for Fast Forward upgrades set for Sahara services (sahara-api and sahara-engine) in tripleo-heat-templates. See docker/services/sahara-api.yaml and docker/services/sahara-engine.yaml.


Luckily the only upgrade to the database since Mitaka happened in Pike and not for a code path enabled by default (anti-affinity), but still, the services are not disabled by default.
