Description of problem: Rebuilding existing host on Satellite 6.3.2 fails with error "Host has already been taken. Using force with subscription manager returns: "Consumer with id  XXXX-XXXX-XXXX-XXXXXX could not be found

How reproducible: Try to rebuild a system, on satellite 6.3.2 with RHEL 7.5.2

Actual results:
Fails to register. 

Expected results:
Able to rebuild provisioned host without registration issue

Additional info: BUG 1553546 is closed in a recent advisory. But in recent Satellite version, 6.3.2 CU faced the same issue. Hence, open the new Bugzilla.
