moved to POST now that RDO Queens Trunk updated pin for python-tempest-conf

python-tempestconf was rebased to version 2.0.0 which is available since 2018-10-22.4 puddle. 
The version 2.0.0 contains wanted feature for configuring octavia in tempest.conf -> removing AutomationBlocker keyword.

As the bug was verified, removing need info flag too.
