Description of problem: Openflow Plugin in OpenDaylight has stats-polling enabled by default. This results in ODL nodes polling all OVS devices to get stats for flows, groups, ports etc. This adds a significant overhead with no value add as none of the services in OpenDaylight today use it. This should be disabled by default to help improve scale and performance.
