Description of problem: sphinx-argparse is available in RDO repositories, version 0.1.15. This version does not look to be compatibile with Sphinx 1.7 (see https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=896636 for example). Even if it is not used too much around in OpenStack, we are planning to add it to tempestconf for its documentation, and we would need the last version (2.2.0): https://review.openstack.org/#/c/580981/ The change is only needed for Rocky right now.
We are still using python-sphinx-1.6.5-1.el7 in RDO, is current version of sphinx-argparse ok with it?
According upstream requirements, it should be fine. They declare sphinx>=1.2: https://github.com/ribozz/sphinx-argparse/blob/0.2.2/setup.py#L40
Who has the action to bump the version for sphinx-argparse. Should we (tripleo tempest squad) just post a patch? Or is there another process for this?

sphinx-argparse was updated to 0.2.2 (not 2.2.0, sorry) for queens, rocky and master shortly after the creation of this bug. Unless the procedure requires additional steps, I'd say that the bug can be closed.
