Moving back to ASSIGNED

Fixed in https://code.engineering.redhat.com/gerrit/#/c/146025/

Note: The package is requested on all variants and archs in the original bug so this might change and the fix in #c8 might need reverting.

Moving to ON_QA then, the spec change would be separate bug for desktop/spice team.
