Description of problem:
When deploying OSP14 with Manila and then logging into Horizon, I don't see the Red Hat official theme for the UI.  I see the upstream OSP UI.

How reproducible:
100%

Steps to Reproduce:
1. Deploy OSP14 from Jenkins to host
https://rhos-qe-jenkins.rhev-ci-vms.eng.rdu2.redhat.com/job/OSPD-Customized-Deployment-virt/5176/parameters/
2. Pipe port 8080 to connect to Horizon from the undercloud
ssh -L 8080:localhost:8080 root.lab.eng.rdu2.redhat.com
ssh stack@undercloud-0 -L 8080:10.0.0.108:80
3. Load Horizon, login screen and project/identity panels should red square openstack label and theme doesn't load for RedHat

Actual results:
Openstack theme loaded

Expected results:
Red Hat Dashboard theme loaded

Additional info:
Will load screenshots, can redeploy or have dev engineer look at system when setup to show issue.
This issue also happened in OSP13, per Dustin's experience.  I wonder if the timing in the OSP release schedule is early in OSP14 for the theme to be loaded from a image?

Just to clarify why Manila is mentioned, when you don't install Manila-UI you get Red Hat theme?

We deploy OSP with the manila driver for the storage backend, nothing to do with Red Hat theme.  Bug is for a generic observance of the Red Hat theme not loading when deployed in our environments, sorry for any confusion.

The reason for this is:

[root@localhost ~]# rpm -qa | grep theme
openstack-dashboard-theme-14.0.0-0.20180817201448.e99e206.el7ost.noarch
[root@localhost ~]# rpm -qL openstack-dashboard-theme
(contains no files)


The RPM that is supposed to contain the theme files is empty.

I just tested with a recent puddle, and it seems to have the correct theme now.
