dmesg, lspci and lsmod  output when booting FC28 with kernel 4.16.15 and 4.17.3-200

Description of problem:
After kernel upgrade from 4.16.15-300.fc28.x86_64 to 4.17 wi-fi did not work anymore.

Apparently the problem is related to the kernel.

Booting with kernel 4.16.15-300 dmesg provides:
"eth0: Broadcom BCM4315 802.11 Hybrid Wireless Controller 6.30.223.271 (r587334)"   
lspci provides:
"0c:00.0 Network controller [0280]: Broadcom Limited BCM4312 802.11b/g LP-PHY [14e4:4315] (rev 01)"

Booting with kernel 4.17.xx eth0: Broadcom BCM4315 is not reported in dmesg output; instead, lspci correctly provides: 
"Network controller [0280]: Broadcom Limited BCM4312 802.11b/g LP-PHY [14e4:4315] (rev 01)"


Attached you may find the file broadcom_wifi_prblem.txt reporting the output of dmesg, lspci and lsmod generated by booting with kernel versions 4.16.15-300 and 4.17.3-200. 
Wi-fi is not working with any so far distributed FC28 kernel version 4.17.xx.

How reproducible:
Booting with last kernel provided by FC28 and with a PC/laptop wifi by Broadcom BCM4312 wifi

Steps to Reproduce:
1. Select PC or laptop with Broadcom BCM4312 wifi
2. Install FC28
3. Upgrade FC28 untill kernel 4.17.xx is installed on the PC

Actual results:
kernel 4.16.xx provides wifi
kernel 4.17.xx provides wifi

Expected results:
kernel 4.16.xx provides wifi
kernel 4.17.xx does not provides wifi

[   21.560964] wl: loading out-of-tree module taints kernel.
[   21.560969] wl: module license 'MIXED/Proprietary' taints kernel.
[   21.560971] Disabling lock debugging due to kernel taint
[   21.568452] wl: module verification failed: signature and/or required key missing - tainting kernel

This looks like you are using the out of tree broadcom driver. Fedora does not provide support for this driver officially. You need to find another forum for support with this driver.

All packages are from FC28 repository, and in particular 
broadcom-wl-6.30.223.271-6.fc28.noarch.
I have no third party rpms installed in the laptop.

Does it mean that it is not a supported Fedora driver, since it comes from RPMfusion nonfree branch?

May you tell me where I have to provide the information about this bug related to  
RPMfusion/nonfree?
