Description of problem: In OPS14 we will add Cinder Google backup driver support( bz#1539135). Now missing the triple0 bits to support configuration of such a driver during overcloud deploy.

Actual results:
Currently we have to do post config by hand.
Could lead to user config errors and blocks QE automation testing.

Config during overcloud deployment via THT.

Also hit a doc bug with the process detailed on osp13

Mentioned that we must import a file (Google auth.json) under /etc/cinder on controllers (implies overcloud is already deployed). Followed by redeploying overcloud again. 

Also the doc mentions /etc/cinder as location for Google auth file, but with a dockerized deployment this path is only correct from within the docker. 

How all these well be handled on this RFE, not sure just mentioning them.

Google backup driver will be deprecated in 16.2 and support removed in 17.0
