Description of problem:
When we set the retirement date and time for a VM from Set/Remove retirement date for Virtual Machine, the date and time entered are reflected in GMT.

Version-Release number of selected component (if applicable):5.9.1.2


Steps to Reproduce:
1. Set the Retirement date and time for a VM
2. After saving the same Retirement date hows up in GMT. 

Actual results:
And after setting the time to 3:00 it gives me, 12:00:00 +0900 as retirement time.

(Please note my timezone is set in JST)

Expected results:
Time should be updated in JST and not in GMT.
