VM_Portal showing no User Permissions none

Description of problem:

Currently, VM Portal is not listing sub-pane showing User Permissions. So If a user wants to delegate permissions to another user they have to log in with admin portal to add another user with an expected role.

RHV 4.2.4

How reproducible:
100%

Steps to Reproduce:
1. Upgrade RHV-M from 4.1 to 4.2.
2. The VM Portal is not showing User Permissions tab.

Actual results:

New VM Portal should allow a user to delegate VM permissions to another users.

Vm Portal is not designed for admin operations like permission assignment. It’s for end consumers. 
I’m not saying it’s not a useful feature, but 1) it’s a feature, 2) not a simple one. You may get better luck opening and contributing to it upstream at https://github.com/oVirt/ovirt-web-u

After discussing this request with PM and Eng, we decided to close it.
User Portal has been deprecated.
Vm Portal is not expected to have this functionality by design and it should be done via Admin Portal.

If there will be more customers interested in this feature, added to this bug, we will reconsider our decision.
