This is just a tracking bug for the tech preview portion of the overall Designate RFE (https://bugzilla.redhat.com/show_bug.cgi?id=1374002).  Because this support is being added in two phases we need two bugs.

The upstream work for this is largely complete and Designate is a priority for OSP 14, but because we only had the full support bz open (which is targeted for 15, not 14) it got lost in the shuffle.

To be more specific, the current goal for OSP 14 is to be able to deploy Designate as follows:

-BIND 9 authoritative backend
-Neutron integration for automatic record creation
-HA support

This work is mostly done upstream and awaiting review: https://review.openstack.org/#/c/577936 (and subsequent patches in that series).
