Description of problem:
utils module which is used by destroy_patch_ports script were moved to neutron_lib.plugins. It is needed to fix the import in destroy_patch_ports otherwise sympthons described in #1490281 will reoccur.

1. Start neutron_ovs_agent container.

Failed to remove patch port from bridge br-ex: 'module' object has no attribute 'get_interface_name'
Failed to remove patch port from bridge br-isolated: 'module' object has no attribute 'get_interface_name'

ARP Storm between controller nodes
