I reported this error upstream: https://gitlab.com/accounts-sso/gsignond-plugin-oa/issues/8
I created a patch which fixes the build issue, but the build for rawhide fails due to segfaults in the tests on 32bit architecture koji builders: https://gitlab.com/accounts-sso/gsignond-plugin-oa/issues/9
It looks like this issue was caused due to gsignond having been built with faulty binutils. Package now builds fine on rawhide: https://koji.fedoraproject.org/koji/packageinfo?packageID=25574
