Description of problem:
When an admin wants to configure a virtual machine they should not have to open the console and steal it from a user that may be using it in order to get at settings.

How reproducible:
Always.

Steps to Reproduce:
1.Open virt-manager
2.Select a VM
3.Look for machine settings
4.Click open
5.Get VM console
6.Switch to VM settings using light bulb icon

Actual results:
VM console is taken from other users

Expected results:
No need to open console and direct settings access is available.

I suggest just to add another pop-up menu item under the "Open" item - label can be "Settings" or "Details", to be in sync with the VM window menu item label.

Someone filed a suggestion to add a per-VM toggle to disable the virt-manager integrated viewer entirely. I like that better than adding different ways to jump passed the console. Duping to that bug but I will need to play with the final UI to know how it will work
