This package requires gcc-c++ instead of plain gcc. I created a pull request ( https://src.fedoraproject.org/rpms/python-msgpack/pull-request/2 ) but I don't have commit privileges.
This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle. Changing version to '29'.
