This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle. Changing version to '29'.
Please also remove the BuildRequires on the compatibility package python2-django1.11, which is AFAIK only used to build documentation. The documentation should be built with Python 3 and Django 2.
Should be now fixed in python-oauth2client-4.1.3-1.fc30 I will remove the package after we branch for f31 as it is deprecated in any case and fixing the django 2.x breakage is considerable amount of pointless work.
