python-shapely failed to build from source in Fedora rawhide

Please fix python-shapely at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
python-shapely will be orphaned. Before branching of Fedora 30,
python-shapely will be retired, if it still fails to build.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.

The latest build appears to have failed on s390x only, but the log has been deleted. I've just run a scratch build and it seems to be fine now: https://koji.fedoraproject.org/koji/taskinfo?taskID=30684498

Volker, do you remember what the problem was, or can we just do a regular build now?

I'm afraid no. Might have been related to tests only.

I also rebuilt for F29. However, I think post2 has no user advantage over post1 so I won't make it an update, unless I am wrong and somebody asks for it.
