Description of problem:
Converting the LC_MESSAGES for ru_RU locale to po format, noticed it was
encoding with koi8-r rather than UTF-8.

How reproducible:

Steps to Reproduce:
1.msgunfmt /usr/share/locale/ru/LC_MESSAGES/kbd.mo > kbd.po

Actual results:
charset=koi8-r

Expected results:
charset=UTF-8

That's true, but why is that a problem? libintl automatically converts
the character set:

(LC_ALL=ru_RU.UTF-8 setmetamode --help) produces valid UTF-8,
(LC_ALL=ru_RU setmetamode --help) produces valid ISO 8859-5.

Hi,
It was something that I came across while I was trying to determine why the
russian text in the console was not readable. Thanks for clarifying and closing
the bugs as NOTABUG.
