This looks a bit odd. From the logs it seems as if expad.h has not been found. Looking at the root.log on koji it seems as if an old version of expad has been installed: ... DEBUG util.py:439: elfutils-libs x86_64 0.173-2.fc29 build 280 k DEBUG util.py:439: expat x86_64 2.2.5-3.fc28 build 109 k DEBUG util.py:439: fedora-gpg-keys noarch 29-0.5 build 95 k ... while there is a new version available for fc29 now it seems. Have you tried to rebuild with the fc29 build of expad/expad-devel ?
