Setting to ASSIGNED to prevent the orphaning. It's blocked by another bug.
This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle. Changing version to '29'.
I can confirm this builds ok locally with fixed (via pull request) python3-arcus from bug #1601917
