Description of problem:
When building a distribution and not adding the "--fileorder" option to genhdlist, the installer crashes when running ts.order() in packages.py.

Last log message is:
"WARNING: not all packages in hdlist had order tag"

As a workaround:
You should exec the following sequence:

cd /usr/lib/anaconda-runtime
./genhdlist --productpath Fedora <distdir>
./pkgorder <distdir> i386 Fedora > /tmp/pkgorder.list 
./genhdlist --fileorder /tmp/pkgorder.list --productpath Fedora <distdir>


Version-Release number of selected component (if applicable):
anaconda-10.1.0.2-1

How reproducible:
Always

Steps to Reproduce:
Simply run the second "genhdlist..." without the "--fileorder" option.

Actual Results:  The installer crashed abnormally

That's always been the way that you're supposed to run things.  In FC4, we don't
have rpmlib crash out, though.
