Description of problem:
tag based reports do not show any record - only displays "Choose a Report from the menus on the left. "

5.9.3

How reproducible:
all the time for affected reports

Steps to Reproduce:
1. tag vms
2. create chargeback reports
3. generate reports

Actual results:
reports generated show "Choose a Report from the menus on the left. "

Expected results:
reports generated show all data

Additional info:
some reports work on the affected system
