NOT FIXED!

I can still reproduce this issue on 5.9.4.1.20180726225200_f44ec83.
Found code of PRs (mentioned in issues:471) are present on appliance but not sure why it is not working.

Fixed! I can create migration plan with both `migrate it immediately` and `migrate it later` options.
