Description of problem:When instances are rebooted they may lose their labels. In the case of masters this means apiserver and controller-manager won't be running on these nodes.

How reproducible:intermittent


Steps to Reproduce:
1.Check that all nodes have a proper label using oc get nodes
2.Reboot a node
3.Check that node may now be missing label using oc get nodes

Actual results:Node lose label


Expected results:Node does not lose label

this seems to be the label that is being lost node-role.kubernetes.io/<type>=true
