Description of problem:
current version of python-ryu (4.15) is too old, which breaks neutron code using the library :
AttributeError: 'module' object has no attribute 'ONFBundleCtrlMsg'

Also upstream requirements/lower-constraints ask for ryu>=4.24

RDO update is in progress at https://review.rdoproject.org/r/#/c/14643/ and once completed dependency will be updated for openstack-neutron package with https://review.rdoproject.org/r/#/c/14964/

It needs python-formencode to be added to rhosp14

Tests will fail currently if run with ovs-2.9.1 (or newer 2.9.x), see bug #1619712
